Blackburn with Darwen is a unitary authority in Lancashire, in the north-west of England. The area centres on the towns of Blackburn and Darwen, and stretches from red-brick former mill neighbourhoods up towards the heather and reservoirs of the West Pennine Moors, with the River Darwen running through much of the district.
Historically it grew as a 19th-century textile and cotton-spinning powerhouse, and that industrial heritage still shapes the built environment and local identity even as former mill sites have been repurposed. The borough has seen waves of regeneration and hosts a culturally diverse population, with community events, markets and venues including Blackburn Cathedral and a number of refurbished civic spaces.
Socially the area balances urban neighbourhoods with accessible countryside; parks such as Witton Park and the moorland ridges are popular for walks. Good rail and road links make commuting to Manchester straightforward, while local initiatives focus on skills, enterprise and improving town-centre facilities to broaden the economy beyond its industrial roots.
